Panel members and clerks are prohibited from participating in hearings until they have completed the requisite training. Admission authorities are responsible for organizing and financing comprehensive, up-to-date training for appeal panel members on all matters relevant to panel operations. At a minimum, this training must cover legislation relating to admissions, panel members’ obligations under the Human Rights Act 1998 and Equality Act 2010, principles of procedural fairness and natural justice, and specific responsibilities such as chairing skills. The clerk is accountable for ensuring that each panel member has received sufficient training to competently fulfil their role. – School Admissions Appeals Code 2022
