School uniforms are intended to foster a sense of identity and community among pupils and their schools; therefore, affordability is essential. The cost of uniforms should not prevent families from applying to particular schools or restrict children’s participation in school activities. According to DfE data reported by the BBC in April 2025, the average cost of a complete school uniform and PE kit for a secondary school student is £442, while for primary school pupils, it is £343.
The government is currently pursuing legislation to limit the number of compulsory branded items required. From September 2026, the following expectations will apply:
- Schools should restrict compulsory branded uniform and PE kit items to three or fewer.
- Secondary and middle schools may require up to four compulsory branded items if one is a tie.
When establishing a uniform policy, schools should consider the following factors:
- Compliance with human rights and equalities legislation
- Safeguarding and other statutory obligations
- Practicality and comfort
- Affordability
- Support provisions for children without access to appropriate or clean uniforms or PE kits, and the impact on attendance or bullying
- The effect of non-uniform days on attendance and behaviour
- Engagement with parents and students during policy development
